Commentators highlight that this verse shows a beautiful partnership. The temple was rebuilt "according to the commandment of the God of Israel" AND "according to the decree" of human kings. God's sovereign plan is accomplished through the faithful work of His prophets (Haggai, Zechariah), His people (the elders), and even pagan rulers.
