Most commentators agree that the rainbow, as a natural phenomenon, likely existed before the flood. Its new significance comes from God designating it as a special sign, or 'token,' of His covenant promise. God repurposed a beautiful part of His creation to serve as a perpetual, visible reminder of His grace and faithfulness to never again flood the entire earth.
