Kindness Isn't Always Enough

Commentators explain that this verse contrasts with the idea that God's judgments teach righteousness (v. 9). While God often shows favor and mercy to the wicked, this kindness alone is frequently insufficient to lead them to repentance. In fact, without a change of heart, prosperity and ease can make them feel no need for God, causing them to persist in sin.
