Commentators note this verse establishes God's identity before He gives a new promise. Whether "it" refers to Jerusalem, the future church, or God's will in general, the point is the same: the God who originally made and formed His people is the same God who has the power to re-form and establish them, even after destruction. His past creative work is the guarantee of His future restorative work.
