Commentators widely agree that this verse describes a second set of twelve stones. The first set was taken from the Jordan to the camp at Gilgal (Joshua 4:3, 8). This second set was placed by Joshua in the middle of the river itself, marking the exact spot where the priests stood with the Ark, creating two distinct memorials for the one miraculous event.
