Despite the preceding verses of judgment, most commentators see this verse as a sudden and powerful promise of hope. God declares He will gather the 'remnant of Israel' like a shepherd gathering a flock. This promise points beyond a simple return from exile to the ultimate restoration found in Jesus Christ, who gathers all believers into His Church.
