The Cycle of Sin and Grace
Commentators explain that this verse summarizes a recurring pattern in Israel's history, particularly during the time of the Judges. Periods of rest and prosperity often led to a relapse into sin. This, in turn, led to God allowing their enemies to oppress them. However, the cycle didn't end there; when the people returned to God and cried out, He heard them "many times" and delivered them according to His great mercies.
