A Symbolic Transfer of Duty
Commentators agree that the laying on of hands by the children of Israel was a symbolic act of transfer. By doing this, the people formally transferred the sacred duties and obligations, which originally belonged to the whole nation (specifically the firstborn), onto the Levites. This act designated the Levites as substitutes, serving God on behalf of all Israel.
