All the commentators agree that the famine was not a random event. The verse says God "called for a famine," which scholars explain means that God is sovereign over natural events and uses them to accomplish His purposes. The famine was like a servant, obedient to God's command, to set in motion the events that would lead Jacob's family to Egypt.
