"and the priest shall dip his right finger in the oil that is in his left hand, and shall sprinkle of the oil with his finger seven times before Jehovah:" — Leviticus 14:16 (ASV)

The sevenfold sprinkling of the oil before the sanctuary, in addition to the waving of it, seems to have been intended to consecrate it to represent the spiritual gift consequent upon the covenant, the sealing of which had been prefigured by the sacramental blood of the offering.
